why can't I restore my iphone that says unavailbe

My Iphone SE modelA1723 has locked me out now it says iphone unavailable I have tried to reset to factory everytime it does not work I have tried to use itunes nothing happens I have done the hold up and down volumes and then power button down it still doesn't work what would cause it not to respond Thank you
