No. Apple gift cards can only be used in Apple Stores or Apple's online platform. The Apple Account balance cannot be selected in Apple Pay as a payment method on 3rd party websites.
You can add supported credit or debit cards to the Apple Wallet app to use with Apple Pay, on websites and stores. It does not absolutely need to be Apple Cash.
