I have the iphone 13, I am changing to the 16 pro max, and I get an error when I make my backup, and when I want to change my information to the new iphone it tells me that I do not have enough space, but I already bought 2T in icloud.

Are you sure it's not referring to internal storage, what is the capacity for both of those phones? Settings - about - capacity.
