No iPhone is waterproof. iPhone's are designed to be water-resistant, in which was tested under controlled laboratory conditions. In general, you should keep your iPhone away from water.

Water resistant? Probably. Within limits. Maybe.
When new and undamaged, and when tested with pure water under laboratory conditions, an iPhone 15 will probably survive a very shallow dunking.
