I’ve heard many people say that my phone is waterproof and that it’s not, but no one said that they completely know.

What apple devices are waterproof?
No Apple device is waterproof. None.
Some Apple devices are water-resistant.
Testing happens under controlled laboratory conditions, among other caveats. Water resistance can degrade over time, whether due to wear, corrosion, damage, or other factors.

Yep. Recent iPhone with IP68 at 30 minutes at 6 meters is pretty close to the top of the IP (and IP68) standard, with IP69 high-pressure water arguably being quite niche.
Per Apple, Apple Watch Ultra and later have a water-resistance rating of 100 meters under ISO standard 22810:2010 and is EN13319-compliant.
But that’s all water resistance, and not waterproofness.
More generally, I’d consider taking a 100m rating device pool swimming and snorkeling. For recreational diving or surfing or water skiing, 200m minimum. I wouldn’t take an iPhone into even a kiddie pool. And if the device does get water-damaged, expect to replace it, not repair it.
The list of Apple devices which are Waterproof is beyond short. So short that none would be listed. No iPhone ever made is waterproof. No iPad. No Apple Watch. Absolutely NO devices. Some are water resistant, but if any is damaged by liquid intrusion, it will NOT covered by the manufacturer warranty.

As for Extract the Water...
Take it to a Retailer:
Take it to a retailer, seeing if they have a device that gets the water out of a phone. Retailers have these, and I've had water extracted from it with that device, myself.

As for your request around improvements to water resistance, might want to ponder the previously-linked Apple information on iPhone and Watch water resistance, as the linked articles show the gradual and ongoing improvements in relative water resistance implemented in newer iPhone and Watch designs.
