How do I activate AppleCare+ for iPad Air?

AppleCare+ plans are only valid within the country of their purchase. The payment method used must be issued within the same country or region as the purchase is being made.
Put another way, if you purchase an AppleCare plan within the US, the plan will only be honoured within the US - and the Credit Card used to purchase the plan must also be issued by a US Bank or Credit Agency.

You generally have 60 days after purchase to start coverage, so you’ve still got plenty of time to make an jnformed decision.
Note that I believe that not all AppleCare+ products are available in all regions, so make your decision based on your region.
You might be able to sign-up directly from your new iPad.
Settings -> Add AppleCare+ Coverage
You'll need to tell us what country you're in before anyone can provide specific guidance.

Apple may not accept an out-of-country credit card. But you can call Apple Support and ask.
Note that as with the warranty, AppleCare+ is not officially international, so if you're living outside of the US, you may find that you cannot get support in your country for your US-sold iPad even with an AppleCare+ plan.
