I'm trying to get standby to always be on when on charger for my iphone 13 and I can't seem to find that option. Is there a way to do that? and if there isn't, will it be an option for further updates?

Sorry but no, Apple's Always On Display feature didn't appear until the iPhone 14 Pro. I doubt that an operating system could enable that, so it's unlikely that it will ever appear on your iPhone, though since none of us here are party to Apple's development plans, we can't say for certain.
