Deceased brother's Apple ID prompts on iPhone 15

I have updated to the latest IOS version as advised on the support call, but even though I am signed in under my own Apple ID, I am still getting prompts for my deceased brother's password.  His death on months ago was reported and verified to Apple many weeks ago.  I have taken over use of his iPhone 15 but cannot get past this issue of being asked for the password for HIS Apple account.  His Apple account shouldn't even exist.  Meanwhile I cannot update my apps and keep getting asked for my dead brother’s password even though I’m signed in on my own Apple ID. It’s starting to look like Apple themselves don’t know how to fix this. Any ideas anyone?

Thank you so much! I have just been able to update a particular app, and order my repeat medication! Thank you for your correct diagnosis and explanation of my problem. Every time I see this now, I will delete that app from my phone and reinstall from the App Store. Thanks again for your help. (Not sure why two Apple support calls couldn't solve this!)
