How can I open an .ipa file? Ive been looking, it says use Scarlet, cant. Its revoked. So is there any way to open an ipa file as an app?

Opening IPA Files:
These are files from within your iPhone, and are only for application use. So, unless you are the Developer, then you should not fiddle with them. That being said, if you have permission to fiddle with them, you could opening with: the Apple Configurator found in the App Store.
