In the compass app the only button I can press is the ‘i’ in the top left corner. There is no backtrack button or waypoint button. And when I turn the digital crown nothing happens.

Which watchOS is installed on your watch? Is it a managed device or has it a profile installed or are restrictions enabled in the settings for Screen Time on your iPhone?
Did you check if on your iPhone in Settings/Privacy & Security/Location Services are enabled, and Significant Locations in the System Services at the bottom of these Location Services?
This problem also occurs on my Ultra 2 so not confined to SE. I can still record a back track by asking Siri to START RECORDING A BACK TRACK however
