Unable to download apps due to payment decline for an app I already own from the App Store

Apple says my payment method declined for an app I already paid for and have access too. I’m not paying for it again, and it won’t let me download other apps until I do.


I downloaded procreate dreams about a month or so ago, and I originally didn’t have enough money on my card so I had to switch payment methods. After I did that the money came out of my account and everything was fine. But now I’m trying to download other apps and it keeps saying I need to update my payment information because it was declined for procreate dreams. I am absolutely not paying 21$ again for something I’m already using. I tried to add another card to see if that would work but it tried to take money out that I don’t have
