Notifications disappearing after turning phone back on

At my job, we cannot have our phones. We have to turn them off. However when I turn my phone back on, we have to put in the passcode. When you put your passcode in and open the phone (it does that automatically), all of your notifications that populated when you turned your phone on disappear. How can I fix this?
