Your screenshot, showing your iPadOS and System data usage, is entirely as expected. To improve system performance, iPadOS 17/18 makes considerable use of available storage to cache data.
Here is a screenshot from my own iPad, generated just now:
Your iPad will automatically manage system data, clearing cached data as the iPad requires additional storage, or as cached data becomes "stale".
You will note the my "iPadOS" data is considerably greater than yours - the reason for the difference being Apple Intelligence that is enabled on my iPad; for your iPad, I suspect that your iPad does not support Apple Intelligence.
A simple restart of your iPad will usually clear the majority of your cached System Data. You should note that as your iPad subsequently caches data as it is being used, the amount of storage will again increase.

Regrettably, you are always going to struggle with an iPad that has so little internal storage. The 32/64GB devices are primarily intended for use in Educational settings, or in environments where the ability to store local data on the device is not required.
It is generally recommended that you maintain at least 4-6GB of free space at all times - as your iPad needs some temporary space to complete many tasks. When performing system software updates, you may temporarily require considerably more...
If your internal storage is full, or is insufficient for the task that you need to perform, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

External storage options can often help with managing limited internal storage. Depending upon your iPad model, the iPad will either have a Lightning or USB-C port - and may therefore require either an Adapter or USB hub to connect the USB Storage device. If your iPad has a Lightning port, you’ll need an Apple Lightning to USB3 Camera Adapter:

Enabling "offload unused apps" might help a bit. Click on the button you show with "Enable" next to it.
By modern standards 32 GB is almost nothing. I have a 10 year old iPad and that has 32 GB. 10 years ago that was modestly adequate.
This information clears when you reset all settings to sell your iPad.

Hello~ That is a limited amount of device storage. As your iPad ages it becomes more difficult to manage with that little storage.nThe link that I posted may provide some points to help with that but ultimately you will need to purchase a newer device. I would encourage you to purchase an iPad with as much storage as possible.

I have done a soft restart and hard restart as well

I have done 3 resets so far and it’s not cleared.. it,s only a 32GB iPad and now completely full
