Custom reorder iCloud photos (drag + drop) within an album?

I'm not sure exactly what the means.  iCloud Photos is a synchronization service. When you engage iCloud Photos on a device, then the Library on that device is kept exactly the same as the iCloud Photos Library, and vice versa. So the arrangement of pictures at iCloud Photos is the same as the arrangement of pictures on the Mac. On a Mac, you can indeed drag pictures around an album to achieve a "Custom" sort. Or you can automatically sort my date or title. The synchronized album at iCloud Photos and on a connected iPhone or iPad, will be in the same order.

Not by manipulating iCloud directly. If you arrange this album as you want it on a synchronized iPhone, iPad, or Mac, then the arrangement will be mirrored in iCloud.com.

Since you're using a Mac, this should be easy. Is your Mac Photos synchronized with iCloud Photos? Do you need to talk about that?
