When it comes to updating an iPhone, aside from WiF, your only other option is to use a Computer or Cellular. So, try update using Cellular. If of not success, try this once more, this time using a computer...

Your phone will not download iOS 17......it will download iOS 18 if there is enough free space on your phone.

Settings > General > Software Update

Your tag line says that you are running iOS 18.

If you were hoping to downgrade from iOS 18 to iOS 17, sorry. You cannot downgrade iOS.

You can only update not downgrade.
