I deleted most of my user photo folders from downloads and my old Canon EOS utilities. I downloaded the new utilities software and it works and photos go to my Users photos file by date. However I am now unable to open or repair my photos icon which is not recognized. How do I get a new photos app on my Mac. I am operating Monterey my Mac is a 2015.

Also what utility did you download and run? What did you run in on?
I don't believe it's your Photos app that is damaged but your Photos library. Find the Photos app in the Applications folder and while holding down the Option key double click on the Photos app. You'll get this window and will be able to create a new library. Give it a name so as to distinguish it from the original library.
As far as you problem library if you have Time Machine enabled you can go back in time to just before this began and restore the library.
