AirTags & Two Factor Verification
I am trying to add air tags to my account but my iphone is saying I don't have two-factor verification set up - but I do....

When pairing an AirTag with your iPhone, you are actually associating it with your Apple Account. This "error" message would indicate that there is something amiss with the 2FA part of that account.
Are these brand new tags that you purchased directly from either Apple or an Apple Authorized Reseller?
I suggest you verify your account by going here: Sign in to your Apple Account
If 2FA is active, your should receive an authentication code to one of your trusted devices.
