The phone is blacklisted for one of the reasons that the others gave. If it was blacklisted because a former owner still owed money on a contract, the phone probably would be carrier-locked. Because it isn't carrier-locked, that strongly implies that it is stolen and will never receive cellular service again.

You could try to return it to the seller, and get your money back. I suspect you won't be able to do so. All too often in these situations, once the seller gets the money, they stop answering messages from the buyer – or conveniently "disappear". The seller is left with the money; the buyer is left with a useless (and quite likely stolen) phone.

Exactly thanks for your support suggestion

Exactly, this is the case

I bought it from another country, because I dropped my phone and broke and the sim was also damaged so I have to purchase a phone in panic that’s why when I came back to UK and try to use the SIM card in it and there were no signal and then when I checked it was blacklisted by the way thanks for your information
