Found lost phone 11 in Houston Texas 2024

I found an iPhone 11 if I’m not mistaken in an illegal dumping pile of trash the size of two pick up trucks on the side of the street I hooked it up to a power cord and the screen stayed black but it still kind of turned on it kind of lit up but was only black if that makes any sense I didn’t know what to do with it I just left it there on the counter and then I said I’m gonna go have the screenshot now maybe it just needs to be replaced I did and the gentleman at the phone shop said that it has a pass code so this Means this phone was most likely lost or accidentally thrown away or stolen or something after the screen was replaced it lit up like a regular phone the battery was low and when it turned off it said this phone is findable who do I turn this phone into can Apple support help me out or what should I do the back of the phone is all cracked It does not have a Sim card in it should I take it to an Apple store
