UPDATE:

While Trump has delayed the Foreign Adversary Controlled Applications Act (PAFACA) for 75 days, major tech companies such as Apple and Google will still keep TikTok off the App Store to avoid ruinous fines and potential legal liability.

TikTok remains banned, by a law passed by the U.S. Congress.

All Trump signed was an Executive Order telling the Justice Department not to enforce the law for 75 days (and directing them to interfere with anyone else, including State governments, who bring suit to enforce it). Even if Trump's Executive Order is legal (something that has not been tested), it would not overturn the law (a law that passed review by the U.S. Supreme Court), or the ban.

If you want the TikTok app unbanned, try convincing ByteDance, Ltd. and TikTok to comply with the divestiture provisions … or try convincing Congress to change the law (and Trump to sign the bill once it passes the House and the Senate).

It is illegal for a mobile application store to distribute, maintain, or update the TikTok app in the U.S.

It doesn't matter whether the reason you want to download is because you never had it, because you deleted it on purpose, or because you deleted it by accident. The law bans downloads in all three cases.
