I need to empty / zero out my remaining apple store credit so I can change my region / country in apple store but im in the caribbean so I don’t know what or who to contact because it said customer support is not available in my region

Contact Apple for support and service - Apple Support
Then, you will need to add a payment method and make a purchase. This amount will first be deducted from your Apple Account to zero it, and the remainder billed to your payment method.
