Unable to transfer data from my iPhone 12 to 13 as Quick Start is unavailable

I am upgrading my phone to a 13 from a 12 they are both connected to strong stable wifi the 12 is on iOS 16 and Bluetooth is on, but the 12 is not popping up on quick start. I am wondering what is wrong and how to fix it.

Data transfer My iphone 7 has a hardware issue so will not connect to wi-fi. I have bought a new phone XR but can't transfer the data from my old phone to the new as, even though it says it is done on bluetooth there must be some requirement for wi-fi. Any ideas how I can do this please?

I'm trying to use Quick Start to transfer data to my new ipad and it's not working. Quick Start isn't working. The first try failed, I tried to start again, and my new Ipad is stuck on the Quick Start screen -- it's looking for the "nearby devices" and not finding anything despite my old ipad being right there, and wifi and bluetooth on.
