i forgot my password to apple account and I can’t reset it because I have that hour delay and I want to turn that off make sure I don’t ever half to deal with that cause there are several apps I need but I start the delay but then forget about it when I remember I don’t want to go Thur the hour wait so I just don’t get apps but now I really need a app and can’t login to get it.

You have Stolen Device Protection enabled, which has a 1 hour wait for sensitive operations. Start the 1 hour wait, then when the time is up turn the security measure off by going to Settings > Face ID and Passcode > Stolen Device Protection and turn it off.
