That's not an Apple app. It's an iPhone app that analyzes ECG data from a Watch, if you have it. It appears to be a subscription based app so, cancel the subscription.

The Apple Watch SE does not have ECG capabilities in the hardware

The Series 10 and the Ultra 2 have ECG, but not the SE
