Can't Get Email Push Notifications

I'm trying to set up my phone to get email notifications from certain senders on an SE3. Some settings background:

-Focus and Do Not Disturb both appear to be off.

-Notifications are set to Allow Notifications.

-I have the account set to Fetch new data automatically.

-The individual emails are marked as VIP and I have Alerts and Badges toggled on for VIP.

-The general notifications for the email account are off as I don't want to be notified of all emails, just 3 senders.

-It's a POP account if that helps.

-I don't have passcode set up on the lock screen and Notification Center seems to be Toggled on under Touch ID & Passcode.

I tested it with my husband and it notified me of his email in about 1 minute, but not someone else's VIP email that came a couple hours later.
