Managing screentime - Chrome keeps vanishing

I just re-set up my child's screentime. I decided to go with Chrome as he has other google features already. I want to set up a limit of 15 minutes on Chrome. I couldn't see it in the list of "all apps and categories" anywhere so I disabled all the limts and then used Chrome. It then appeared in the "see all app and website activity" section and I set up an individual limit for it. I then re-enabled app limits and it disappeared. Seeing as I spent less than a minute on it, it should appear as a tile on the homescreen. It doesn't, unless I completely disable app limits.

I have updated to the latest ios. All apps and categories limit is now switched off. It's not in the "always allowed" list. Downtime is not set to come on until much later. As it's not a native Apple app, it's not in the list of "allowed apps and features" so it's not turned off there. Age limit is set to 12 in Apple settings - if it wasn't allowed for his age, I'd expect it to never appear.

Where am I going wrong? Why is this so complicated for something so simple! I can so easily set limits for Spotify or Alexa but not Chrome! What have I [un]ticked mistakenly?

Any help appreciated!
