bought a new iphone and i cannot unlock it. will not move from the hello screen.

when i try to swipe up it will briefly show the password screen but then vibrates and goes back to the hello screen. i have force reset it multiple times and it has done nothing.

Is this a new phone purchased directly from Apple (or an authorized distributor), or is it a used phone that is new to you?
