Can't download files to iPad Air 4 anymore

For the last few days I've had issues downloading files, mostly PDFs, to my iPad Air 4. I've used this iPad for school for the past 4 years without any issues. Now, whenever I try to download files, half the time they won't download to internal storage and won't download at all to my OneDrive. I've tried moving my files to OneDrive from my internal storage and that doesn't work either. I can click "Save" and it just keeps loading and never saves. I've tried uninstalling and reinstalling the Files app, signed in and out of OneDrive, restarted my iPad, and tried using both Chrome and Safari. I also don't have any download restrictions on and I have plenty of storage left on OneDrive and on my iPad. I suspect it may be related to updating to iOS 18.2.1 last week but this issue only started 2 days ago and I didn't have any trouble downloading files before then, even with the update. Has anyone had this issue before?
