Removing Apple Account balance for country change

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

There are also additional steps that will need to be followed and may include cancelling all subscriptions and adding a payment method from a bank in your new region in order to use that App Store.

Change your Apple Account country or region - Apple Support

He has a problem changing the country because he has a balance of 16 cents. Please help and reset the balance in my account.
