Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

After you clear your balance, make not of the other steps you may need to take, such as:

• Cancelling all subscriptions and if they have not expired, you would need to contact Apple to remove them immediately. Cancelling just prevents them from renewing, but they remain active until the expiration date.
• If you want to use the App Store in your new region, make sure the payment method is from that region. That is how Apple determines you are using the correct App Store.
