Permanently disable irritating live function on camera does not work, albeit that I follow the steps and leave the green button on next to Live Photo under Preserve Settings.

If you haven't already: You may want to try those setting changes again,:with one more added step
Go to: Settings > Camera > Preserve Settings > Turn ON the Live Photos option
(ie: so iPhone no longer automatically turns Live Photos on)
Also, while in Preserve Settings : Turn OFF the Camera Mode (ie: so that doesn't reset the settings)
