how to enable dictation on iphone 16

I've tried this but it still doesn't work:

Open Settings
Select General
Select Keyboard
Turn on Enable Dictation

you will need to enable microphone for whatever app you are using dictation on for example in your privacy center in settings it will say different apps that have requested use of your microphone enable that then you will be good to go

I have an iPhone 12 pro and I would like to use dictation, when I look up how to use it I'm directed to the keyboard settings where i do not have an ‘enable dictation’ button. My iPhone 16 Pro Max is stuck in dictation enabled mode my iphone 16 pro max is stuck in dictation enabled mode which means every text i write grabs ambient text. i have disabled dictation in settings/general/language and still the phone dictation is ongoing.
