i was being scammed on fb for apple cards to prevent my daughter from being kidnapped, and in process of sending multiple cards i got ******. to make a long story short, how do i convert my left over cards back to cash. they were foing that, there must be away for an honest guy to do it

Sorry you got hit with that scam. But as Chattanoogan said, you cannot convert an Apple gift card back to cash. If you haven't yet redeemed them, perhaps you can sell them to a friend or relative.

Every store branded Gift Card is only for purchases at that store and not redeemable for cash. Prepaid VISA cards are not a store branded card and is equivalent to a Debit Card.
The Steam Gift Card you refer to is only for Steam products.
Steam Gift Cards work just like gift certificates, which can be redeemed on Steam for the purchase of games, software, hardware, and any other item you can purchase on Steam.

For the Razor Gift card, this is what they say:
You can only redeem your Razer Gift Card on Razer.com (US Only). Not valid for use at any physical retail stores, including RazerStore San Francisco and RazerStore Las Vegas
Similar to the examples you provided and also with every other store branded Gift Card, you can see here what can be purchased with the Apple Gift Card. You will see that it can be used for purchases on any item at apple.com as well.

As to why Apple gift cards only work for Apple products, it's for the same reason that Google Play gift cards only work for purchases from the Google Play store, Steam gift cards only work in the Steam Store, Razer gift cards only work in the Razer Store, Amazon gift cards only work for purchases from Amazon, Target gift cards only work for purchases from Target. Etc. etc. That's how vendor-specific gift cards work. Visa and MasterCard gift cards are essentially credit cards, issued by those banks, not a given retailer, so they're accepted by most stores.
And just to make sure you understand, if you've now redeemed those Apple gift cards in your Apple Account, then now they can only used by you to purchase products, app, music, etc. from Apple. You will now not be able to use them for anything else nor can you gift them to another person.
