I have just bought a Macbook Pro with Final Cut Pro pre loaded. Can I use this APP on my iMAC or do I have to buy it again. I thought that software bought from Apple could be used on any device on the same account. In my APP store I am invited to pay again.

You first need to “accept” the purchase into your Apple id using the App Store application in the MacBook Pro.
Once you’ve done that, you can use it in any mac that you own and control, as so will any members of your Family Sharing.

Once you’ve accepted it as Luis said you should find the application in the Purchased page. You downloaded previously purchased apps from there not from the FCP page.
