You can create an new ID, but anything you purchased form the iTunes Store on the old account (ID) will not be available to you on the new ID.
Usually, your ID is your email address, so are you saying that not only is it not your current email address, but you don't remember what email address you used originally? If you do remember that email address, there is a procedure linked on the login screen to recover your password. (I think, if I remember correctly, it involves sending an email to the registered address.)
