Hi,
I sent apple cards to someone and he used my photos of the cards to withdraw money from me.
Is there any way to get refunds or block his access to the card value?

Nope, you have lost your money and learned a valuable lesson. You can find more information about Gift Card scams and report them to the FTC, but it will not result in getting your money back. It specifically tells you not to share any information about your card to strangers.

Why no reimbursements? If somebody were willing to reimburse folks that got scammed, large numbers of people would then claim to have gotten scammed, so they and their associates would then have both the value of “scammed” gift card and the reimbursement.
Scamming people is a business, too. Those gift cards were drained immediately after they were received by the scammers. That money id long gone.

Your post makes no sense. If you sent gift cards to someone, the cards are theirs. If you gave someone the card codes, you should expect it to be used.
I am new to cards and that was the first time I was told to send it so it was a scam I guess and I have lost my money?
So even the barcodes do not help at all for Apple to have them blocked?
Is there any way to block Apple Card access?
