Sync photos button gone

My iPad just updated and now there is no longer a sync photos button. Sometimes in photos, I'd need to access that photo within the same minute on a different device. Since apple photos doesn't sync immediately most of the time, or when my phone is on low battery mode, I would go to my iPhone or iPad, scroll down, and click sync photos now. Then I could go back to another one of my other devices and access the picture I wanted. This button is gone. How do I refresh the syncing? Currently waiting at my computer for my iPad to sync the edits I made on a photo before I can upload it somewhere on my computer.

The "Sync Now" button moved, because the bottom of the Library is now in the middle of the Photos view. So now, some stuff like that is in the Apple ID icon on the upper right of the window.

Tapping there brings up a number of settings for Photos as well as the "Sync Now" button.

Because mine has already synced, it says "Synced with iCloud Just Now," just like it used to.

The "new" Sync now button is wildly less useful because it does not appear in nearly as many situations. It appears to have been implemented from scratch with far less care and effort than the old sync now button.

A common workflow I used to have was reorganizing images into albums on a device where it was convenient and hitting "sync now" to push that reorganization up to icloud so I could then work on the organized photos on the computer. Now, if I reorganize the photos into albums on a mobile device it does not get detected by whatever makes the "Sync now" button appear - no button appears so I can't sync and those album changes are trapped. Often for many days until the album arrangement changes get updated!

They completely killed a workflow I've been using for years just for a cosmetic reorg because they didn't bother to keep the full implementation they used to have for the sync now button. Unbelievably frustrating.
