Billing address Change Country region

I tried to changed my billing address from US to the UK but I can’t because in my apple account I have £0.02!

I cannot add any cash to the account or purchase anything because the cards I use are link with UK bank and UK address but the ICloud is with US billing address.

I can’t use £0.02 anywhere!!
