new MacBook Air M3 not charging, Need to restart every time to get it charge

Optimize battery charging is not enable

Using the same power adapter and cable came with the box

No issue found Apple Diagnostic test

Use different cable like USB-C not MagSafe : same need to restart to start charging

Tried different power adapter (Original Anker 75W) same need to restart to start charging

Charger works normally on other device

Use different power source another working power outlet

No Apps running on the Mac, make sure close all the apps try to use all ports and MagSafe port is clean no damage (new)

I normally use my Mac to watch videos tutorials on YT nothing else.

Is it normal that it need to restart every time ?
