iPad mini will not let me sign in to my Apple ID

iPad mini 2 iOS 12.5 left dead for 3 months can’t update Apple ID . Level 2 tech helped reset and said I should be able to sign in with any Apple ID . It gives different errors. Failed verification,

this Id can only be used with iOS 15 and higher, this device has created too many ids ( has not created any) why would techs say this is possible? Is my mini bricked due to apples lack of support for older devices or should I be able to at least sign in to my Apple ID?

Perhaps you have enabled Account Recovery or Advanced Data Protection features, or a Recovery Contact, for your AppleID (now known as your Apple Account) on one of your other Apple devices. If so, you'll not be able to sign-in using any device that has iOS/iPadOS 15.x or earlier installed.

If these features are active for your AppleID, you will need to disable them before you can use your AppleID with iOS/iPadOS15 devices, you will need to disable them from one of your newer devices.

Settings > [Your Name / AppleID] > iCloud > Advanced Data Protection

tried and it acted like it was going to work after requesting a code from my other devices but then came back with, verification failed. Now that's the only error I get on it.
