How can I retrieve the backed up photos from my stolen phone?

My iPhone 256gb was stolen a week ago. The files and photos there were all backed last December 26, 2024. I purchased a new one with 128gb so I had to buy additional 200gb iCloud storage. Upon logging-in my iCloud account, I noticed the photos and videos from my stolen phone weren’t physically there. But my iCloud account said that there’s 37.9gb backed up from my stolen phone. Please help. How can I retrieve it?
