macOS Restores Minimized Windows

Hi there, as you can see in the attached video, I have two Safari windows open—one on my desktop and another that’s minimized. The settings app is in the foreground. When I tap the Safari window, the one on the desktop not in focus, to bring it to the foreground, macOS automatically restores the minimized Safari window and makes it the frontmost window. Is there a setting to fix this behavior? I’ve never noticed this before. I think either something has changed in macOS or I made a mistake. I’d appreciate any help you can provide.
