My dad deleted the shortcuts app off my phone and when reinstall it is tells me “Unable to install shortcuts. please try again later”. This is not only happening with shortcuts but with every app made by apple I try to download.

Did you check if there is enough balance left in your Apple Account and the payment details are still valid and complete?
If you need to change or update your Apple ID payment method - Apple Support
Any VPN or Firewall active, that blocks the contact to Apple?
Yeah I tried them and they didn’t work. I also checked my screen time settings and there weren’t any restrictions.
Nvm it let’s me download now
