When My phone was being rebooted it added a hourglass timer on every single app I have and I want to get rid of it? How?

This sounds like a Screen Time limit.

Open the Settings app, and find the Screen Time option. You may use the search function or scroll to the third category* of Settings (*iOS 18).

Open the App Limits option. Between an App Limits toggle and an Add Limit button, you should see the limits that are active.

Tap a limit from the list to open that limit's details page.

Now, tap the delete button at the bottom of that limit's details page.
