So, I’m new here. But, there is a problem whenever I try to download an app, I have to use a payment method. But why? does it, do this. I don’t understand why I have to pay, like its free! Sometimes people don’t understand, why they have to pay.

You don't pay anything to download a free app. Many of those free downloads also contain optional in-app purchases where that payment method would be used. Having the payment method also is used to make sure that you are using the correct App Store. Some apps are not available in all regions, and some users have been known to change regions just to download apps that would not normally be available to them. Since the payment method must be from the same region of the device, this prevents those users from fraudulently using the App Store.
