Apple Pay verification code sent to incorrect phone number

I added my wife's debit card to her phone for her and it's trying to send a verification text to a phone number in the United States, a phone number she has never had before. Ever. She's only ever been to the U.S. one time to visit for 5 days with me. What is the malfunction here? I set up her account on Apple myself a few years ago, using her phone number here. It's still set to that number when I go look. How do I make this send a text to the correct number?

Apple is not a bank. They do not participate in the verification of account owner identification or the verification of device ownership. The phone you see is what the bank has as the primary contact phone number. Please have your wife contact the bank’s support team and request they change the primary contact number.

>>Adding additional verification

A card issuer can decide whether a credit or debit card requires additional verification. Depending on what’s offered by the card issuer, the user may be able to choose between different options for additional verification, such as a text message, email, customer service call or a method in an approved third-party app to complete the verification. For text messages or email, the user selects from contact information the issuer has on file.

A code is sent, which must be entered into Apple Wallet, Settings or the Apple Watch

app. For customer service or verification using an app, the issuer performs their own communication process.<<
