The Photos app has an extensive menu on the lefthand side. Under the sub-heading "Utilities" appears "Documents". contains photos that have somehow been classed as documents.
I want to add a photo to that Documents collection. Can I?
I'm a reformed windows guy now using MacOS Sequoia on a new MacBook Air.

Those are built-in smart album that only show photos of documents. Unless the photo you want to add to it is of a document, like a driver's license or a scanned or photographed document of some sort, it won't be shown in that album.

But, of course, you can make your own Documents folder. You can even go through the provided Documents view and add the keyword "Documents" (or whatever) to documents you want to collect, and use a Smart Folder.
I think of the provided collections as helper files to help me add keywords. It's the same with the People albums-- I use the "Aunt Altha" People album to help me find all the pictures of Aunt Altha so I can add the keyword AuntAltha to all her pictures. The Apple provided views are there to help me make my own albums.
In order for a photo to be included in the Doucments smart album it must be of a document, either scanned or photographed. It can be of a label under a chair, a newspaper clipping, a business card or other document. The library's AI will identify it and put it in the Documents folder if it thinks it's a document.
As far as I know, addition to Documents and most or all of the other Utilities groupings is automatic only.
Hmm. I added "document" as a keyword to the photo "get info" panel. Hopefully that will add to the Documents collection. And if not, it will come up in keyword searches.

According to my documents album that should have been included in the Documents folder. As you suggested try cropping it smaller an see if that won't trigger it. I'd crop it, export it, delete the original and import the cropped version back in.
It is a photo of the label on the bottom of the box my MacBook came in. Maybe the printed area is too small as a fraction of the photo to get picked top as document-like.
I have added "document" as a keyword to the photo. Hopefully that will work. And if not, it will come up in keyword searches.
