I want to set up a second iPad pro that I can use just for work but using my same mobile phone number
I will still be the only one using it, however I don't want it to have all of my personal data on it. I share some apps with all of my devices, personal and work.

Aside from the "mobile phone aspect", have you considered creating a second AppleID for work purposes? In using a separate AppleID, you can fully segregate home and work. Then, using Apple's Family Sharing features, you can selectively share purchased Apps and subscribed Apple services between the devices using the different AppleIDs.
