This is a long shot but might give you peace of mind (I hope). Can you login to iCloud.com and check out the photos on the cloud to see if all the photos are there? If so, then it might be an internet issue on your devices - taking a bit longer to download and refresh Photos app. If not, then it is time to get in touch directly with Apple Support (or visit your nearest Apple Store).
