If you deleted them in the Photos app then they are kept for 30 days and you can get them back by going to the Recently Deleted folder in the Photos app.

If you deleted them from your hard disc then they go to the waste bin. If you emptied the waste bin then you can't get them back.

If you've been doing Time Machine backups then you can recover them from the backups.

Otherwise, unless you kept safety copies somewhere, there's no way to get them back.

If you aren't doing Time Machine backups then you should start now.

Without other backups of the data you made prior to the permanent deletion, permanent deletion is permanent.

Unrecoverable.

Among those that expect, want, and need permanent deletion to actually be permanent, the outrage would be immense, were this recovery possible.

Unfortunately, most everyone learns the lesson about needing and having backups of important data sooner or later, and most of us learn that lesson by losing important data.
